The key concerns are continued high AT&C losses at 29.9 per cent in the financial year 2016 as compared with 31.7 per cent during the financial year 2015. The other areas of concern are low billing efficiency of 75.5 per cent and high power purchase cost at Rs 4.57 per unit in the financial year 2016 .

As per the report, five companies of the country have been awarded highest A+ for their very high operational and financial performance capability. Four power utilities of Gujarat and one from Uttrakhand in A+ grade. These are Dakshin Gujarat Vij Company Limited, Uttar Gujarat Vij Company Limited, Madhya Gujarat Vij Company Limited, Uttarakhand Power Corporation Limited and Paschim Gujarat Vij Company Limited.
Punjab State Power Corporation Limited (PSPCL) continues to slide in rankings and this year it has slipped to the 13th position from last years 10th position with B+ grade. PSPCL was ranked fifth two years ago with A+ grade and PSPCL had claimed that it is a best performing utility in the country.
Scores have been assigned both on the basis of performance of state distribution utilities against various parameters broadly classified under operational & reform parameters, external parameters and financial parameters.
